Social capital is the most important variable influencing citizens' participation in social events and it is always dependent on the three variables of participation, trust and social cohesion. The three mentioned variables always have a direct effect on each other and the strengthening of social capital depends on the strengthening of these variables and the proposed model of this research is based on this principle. The methodology of this research is based on qualitative and descriptive-analytical research and according to the practical purpose. In this research, the data obtained from the related studies were analysised by using the deduction method and the variables of social capital and the components affecting them were extracted, categorized and weighted. In the following, by inductive method, the theoretical framework of the proposed model was designed in order to strengthen these components and based on the native culture of the historical areas of Iran.Strengthening the variables of trust and social participation are possible by Establishment sustainable informal systems in the traditional society of Iran and strengthening the variable of social cohesion is possible with correct knowledge of the context, education, exchange of information and emphasizing the education of common values, equal opportunities and Solving common challenges and deficiencies in historical fabric. This model is called the empowerment model, on the one hand, by submission power to the people and their local trustees in decision-making, performance, evaluation and control of projects, and on the other hand, by facilitating official institutions in solving problems, provides the possibility of sustainable restoration and revitalization of the historical fabric in Iran.
